You may verify if the Tablet PC feature is turned on in Windows features. If its not turned on you may turn on the feature and check if it helps.

To do so, follow these steps.

a)     Click the Start button, click Control Panel, click Programs, and then click Turn Windows features on or off. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

b)     From the list find “Tablet PC Components”. Place a check mark on it if it is not checked. Click OK.

c)     If it is already checked then, Turn off Tablet PC Components by unchecking this option. Wait until the feature is disabled, click OK and restart the computer.

d)     Once the computer is restarted, turn it on in the same way by checking the Tablet PC Components back on. Check to see if the problem persists.
